About Emily
Emily Mooney was a resident policy fellow and manager for the R Street Institute’s Criminal Justice and Civil Liberties team. As a fellow, she conducted policy research and educational outreach on topics regarding juvenile justice, reentry, jail reform and policing. Her written work has been published in outlets such as National Review, The Dallas Morning News, National Affairs, Federalist Society Review, The Wall Street Journal and The Washington Post. Emily has testified on criminal justice issues before the Maryland state legislature and the U.S. Commission on Civil Rights.
As a manager, she supported the policy director as an informal chief-of-staff by serving as a liaison between the criminal justice team and other internal departments and by supporting program fundraising and management.
Emily first joined R Street as a research and policy associate in spring 2018. Prior to joining R Street, she conducted policy research and analysis on the impact of maternal incarceration for the National Criminal Justice Association and the Louisiana Commission on Law Enforcement as part of her graduate program. She also provided research support for Prison Fellowship’s juvenile justice advocacy efforts and interned for The Heritage Foundation’s policy services and outreach team. Emily earned a bachelor’s in foreign affairs, with distinction, and a master’s degree in public policy from the University of Virginia.
