About Chelsea

Chelsea Boyd is a fellow in R Street’s Harm Reduction policy area. Her research and writing focuses on decreasing harmful health outcomes for people who engage in high-risk behavior, such as smoking and recreational drug use. She also applies harm reduction principles to topics including sexual health, mental health and infectious disease. Chelsea provides health commentary for Newsy, Full Measure with Sharyl Attkinson, Sky News Arabia and a number of radio programs. Her written work has appeared in RealClearHealth and FilterMag.

Prior to joining R Street, Chelsea worked for the peer review department at The Patient-Centered Outcomes Research Institute (PCORI). While at PCORI, she evaluated principal investigators’ experiences with the institute’s unique peer review process. Chelsea’s public health experience also includes serving as a research assistant at the District of Columbia Center for AIDS Research and a laboratory coordinator at Colorado State University’s Arthropod-borne Infectious Diseases Laboratory.

Chelsea holds an M.S. in epidemiology from The George Washington University and a B.A. in interdisciplinary liberal arts with minors in economics and mathematics from Colorado State University. Her master’s thesis focused on the associations between co-occurring mood disorders, substance use disorders and pain conditions.

She currently lives in Washington, D.C.
