About Clark
Clark Packard was a resident fellow and trade policy counsel in the Finance, Insurance and Trade policy department at the R Street Institute.
Clark joined R Street from the National Taxpayers Union, where he spearheaded the organization’s work on trade and financial services policy and provided legal counsel to the organization’s senior officers.
Previously, he was an attorney and policy adviser for two former South Carolina governors. Earlier in his career, Clark worked in private legal practice, where he advised financial services companies on federal and state financial regulation.
Clark is a graduate of the University of South Carolina School of Law. He is a member of the South Carolina Bar.
