About Chris

Chris Villarreal is an independent consultant with over 20 years of experience in the electricity industry, including over 10 years working for state utility commissions in California and Minnesota.

Chris works on policy and regulatory guidance on matters relating to distributed energy resources, grid modernization, performance-based ratemaking, and distribution system planning. He works around the United States with an interest in the electricity transition toward a more efficient, cleaner and optimized electricity system that relies on more market-based and competitive resources. His work focuses on performance-based ratemaking, competitive procurement of electricity and retail choice.

Chris oversaw the development of the National Association of Regulatory Utility Commissioners (NARUC) “Distributed Energy Resources Rate Design and Compensation” manual. The manual was released to assist utility commissions around the country in considering the impacts of distributed energy resources on rate design and compensation methodologies. In addition to the NARUC manual, Chris is also the author or co-author of several white papers on topics such as pre-pay, cybersecurity and microgrids.

Chris has a Bachelor of Arts in history from Baylor University.
