About Amy

Amy Chang is a resident senior fellow for Cybersecurity and Emerging Threats at R Street Institute. 

Prior to R Street, Amy was Director of Security and Product at Resilience, a cyber insurer that provides cybersecurity expertise alongside underwriting cyber insurance policies.

Amy was also an Executive Director for Global Cybersecurity Operations at JPMorgan Chase, where she worked to protect the firm and the financial sector against cyber attacks. She liaised with peer financial institutions, the intelligence community, and government agencies to devise solutions to cyber threat information sharing. She helped develop and implement an intelligence-driven framework for approaching JPMorgan’s cybersecurity defense.

Amy was formerly the Staff Director of the Asia and the Pacific Subcommittee at the U.S. House of Representatives Committee on Foreign Affairs, where she was responsible for federal oversight and legislation on political, security, and economic issues in the greater Indo-Asia-Pacific region.

She has appeared in numerous publications, including the New York Times, POLITICO and NPR, among others.

She is a graduate of Harvard University John F. Kennedy School of Government and Brown University. Amy is also an Intelligence Officer in the U.S. Navy Reserve.

Amy lives in the Bay Area, California with her partner, their three dogs and their cat.
