“It looks and smells a lot like NAFTA,” Clark Packard, trade policy counsel at the R Street Institute, told U.S. News in an interview last month. “There were changes to automotive rules of origin. There’s more labor enforcement, environmental enforcement. But, overall, if you take a step back from all of this – and maybe not look at this through the lense of a trade wonk lawyer – if the average person is looking at this thing, this takes the modernizing aspects of TPP and meshes them with NAFTA.”
