According to Shoshana Weissmann and C. Jarrett Dieterle of the R Street Institute, occupational licensing has made it especially difficult for “the most economically disadvantaged among us to acquire a license due to the time, fees, and education necessary to acquire one. The result is that millions of would-be workers are locked out of the workforce because they lack the means to obtain a license.”123
