“Jim Baker is a premier expert in cyber and national security issues,” said R Street Vice President of Policy Kevin Kosar. “He has worked on these issues inside and outside of government. I am thrilled he has joined our team.”
From January 2014 to January 2018, Baker was general counsel at the FBI, where he also served as a senior strategic advisor until May 2018. He has been a lecturer at Harvard Law School and a fellow of the Institute of Politics at Harvard’s Kennedy School of Government. He received a juris doctor from the University of Michigan, where he also earned a master’s degree in political science. He earned his bachelor’s in government from the University of Notre Dame.
“I’m very excited to join the fantastic R Street team,” Jim said. “I am grateful for this opportunity to continue to find real solutions to the most challenging national security and cybersecurity problems facing the United States, its allies and the private sector, today and in the years to come.”
