WASHINGTON (Jan. 9, 2018) – The R Street Institute announced today the addition of Jim Baker as the new director of National Security and Cybersecurity. Baker joins R Street from the Lawfare Institute, where he was a visiting fellow. In addition, he worked for the Brookings Institution, where he was a visiting fellow in Governance Studies.

“Jim Baker is a premier expert in cyber and national security issues,” said R Street Vice President of Policy Kevin Kosar. “He has worked on these issues inside and outside of government. I am thrilled he has joined our team.”

From January 2014 to January 2018, Baker was general counsel at the FBI, where he also served as a senior strategic advisor until May 2018. He has been a lecturer at Harvard Law School and a fellow of the Institute of Politics at Harvard’s Kennedy School of Government. He received a juris doctor from the University of Michigan, where he also earned a master’s degree in political science. He earned his bachelor’s in government from the University of Notre Dame.
