About Jennifer
Jennifer Chen was a senior fellow in electricity policy, with an emphasis on the state-federal electricity nexus, transmission policy, and the governance and expansion of organized wholesale electricity markets. Her research focused on energy policies that enable newer technologies (e.g., renewable, demand-side and energy storage resources) to fairly compete against incumbent players. She has testified before the U.S. Congress and the U.S. Federal Energy Regulatory Commission (FERC) on electricity markets and infrastructure modernization.
Jennifer currently works on federal energy policy at the Nicholas Institute, a think tank for environmental policy solutions at Duke University. Previously, she was an attorney with the Natural Resources Defense Council, where she led a coalition of NGOs and collaborated with stakeholders to advocate for an efficient and flexible power system. She began her energy career at the FERC working on oil, gas and electricity cases.
Jennifer earned a JD from New York University and a PhD in physics from the University of Chicago. She is a member of the California Bar and the District of Columbia Bar, and is admitted to the U.S. Court of Appeals for the District of Columbia Circuit. She serves as vice president on the board of Americans for a Clean Energy Grid. She is an advisory committee member at the World Resources Institute and an eLab accelerator team member at the Rocky Mountain Institute.
