We urge your support for the Moving Our Democracy and Congressional Operations Towards Modernization (MODCOM) Resolution of 2019, H. Res. 756. This resolution advances nearly 30 bipartisan recommendations from the Select Committee on the Modernization of Congress which address both the needs of the chamber and the American public by creating a more efficient and effective House of Representatives.

The creation of the Modernization Committee at the start of this Congress enjoyed near-unanimous support on the floor, and the panel’s work over the past year has embodied this strong bipartisan approach. Its recommendations, supported by both parties, would significantly improve House technology, transparency, staff diversity and retention, and constituent accessibility and engagement. We applaud the action already taken by the House Commission on Mailing Standards, which worked with the Committee on House Administration to update the rules for constituent communications this month in accordance with the Modernization Committee’s recommendations.

These positive steps are precisely what Americans are looking for from Washington at this particularly contentious moment for our nation. As organizations that want to see a more functional and productive Congress, we believe there is now a critical window of opportunity to advance the Modernization Committee’s recommendations and ensure their timely implementation.

The MODCOM Resolution, H. Res. 756, is crucial for implementing a range of reforms to improve Congress which will benefit members, staff and, most importantly, the American people. While there is more work to be done, this resolution represents major progress, and we look forward to expeditious action in Congress to move it forward.

Your support for a more modern, responsive, and effective U.S. House of Representatives is imperative.
