From The Wall Street Journal:

My Brookings colleague Philip Wallach recently wrote a National Affairs article with Kevin Kosar of the R Street Institute that called for a new Congressional Regulation Office to provide Congress with the information and tools it needs to exercise oversight and control over the executive’s regulatory activities. If given clout through amendments to the Administrative Procedure Act, the CRO could help assure that proposed regulations meet reasonable tests of affordability and effectiveness. This would be a major change—and a big step forward.
