Does politics, and Congress in particular, actually have too little conflict, rather too much? That’s the argument R Street Senior Fellow James Wallner put forward in a recent episode of the Ezra Klein Show, a podcast produced by the Vox Media Network. From his study of congressional history and procedure, and Wallner concludes that the leadership of both parties have been using the rules to stymie disagreement, and the effect has been to make it nearly impossible for positions to be made clear, compromises to be tested and ways forward to be found.
