But Dr. Joel Nitzkin, a senior fellow at the conservative research group R Street Institute in Washington, D.C., said the mortality rate associated with smokeless tobacco products is 98 percent lower than the rate associated with cigarette smoking, the nation’s No. 1 cause of preventable death and the major cause of lung cancer and emphysema.
