At a recent gathering of the Legislative Branch Capacity Working Group, Molly Reynolds, a fellow at the Brookings Institution, led a discussion on congressional procedures and their impact on policy creation and outcomes. Topics discussed include: how procedures, especially in complication situations like reconciliation, empower leaders versus rank-and-file-members and what should be done to increase staffers’ knowledge of procedures and their consequences.
