“It’s not the end of the world in the short term if it doesn’t pass,” said James Wallner, a resident senior fellow for governance at the center-right R Street Institute, of prospects for an organizing resolution. “But if you want a Senate that’s going to be productive and kind of get into the regular flow of business, it does need to have committee members who are interested in being committee members and holding hearings, and the organizing resolution certainly helps facilitate that.”
