About Kevin

Kevin Kosar managed R Street’s partnerships with external scholars and research institutions, and incubated new policy programs. He also directed R Street’s Governance department, co-directs the nonpartisan Legislative Branch Capacity Working Group, which aims to strengthen Congress, and established LegBranch.org, an online hub for congressional reform and scholarship.

Before joining R Street, Kevin worked for the Congressional Research Service for more than a decade, where he served as an analyst and research manager. Earlier in his career, he was a lecturer in policy and public administration at New York University and the Metropolitan College of New York.

Kevin is the co-editor of Congress Overwhelmed: Congressional Capacity and the Prospects for Reform (2020), and the author of three books: Failing Grades: The Federal Politics of Education (2005); Whiskey: A Global History, (2010); and Moonshine: A Global History (2017).

Kevin received his bachelor’s degree from Ohio State University and his doctorate in politics from New York University.
