Policy Director for Energy and Environment

Tom Opdyke is the Policy Director for Energy and Environment at the R Street Institute, where he leads a team advancing pragmatic, analytically sound, pro-market approaches to energy and environmental policy. He previously led energy and environmental policy research for Southern states at The Council of State Governments, working closely with state legislators on renewables, carbon capture, transmission and utility pricing. He also oversaw stakeholder engagement and institutional reform strategy for a €30 million European Union governmental reform project in Southeast Asia, and served as Japan’s senior policy advisor for five Southeastern U.S. states while based in Atlanta.

He holds a bachelor’s degree in history from Georgia State University and master’s degrees in diplomacy and international affairs from the Australian National University. He lives in Atlanta with his wife.
