Scott Reber focuses on federal government policy within R Street’s Technology, Cybersecurity, and Governance teams. His work brings people together to collaborate on solutions to some of the country’s most pressing challenges.

Before joining R Street, Scott served as a policy advisor in both the U.S. House and Senate, where he developed deep experience navigating the federal policymaking process by working with constituents, think tanks, caucuses, diverse administrations, agencies, committees, and across the aisle. As a believer in the United States’ representative form of government, he also ran for Congress.

Scott holds a master’s degree in international relations from the University of Bristol and a bachelor’s degree in history from Brigham Young University. He lives in Washington, D.C. with his small pup, Prince. An avid film fan who has reviewed over 6,000 films, Scott is always open to recommendations and lively discussions on the topic.
