About Mary

Mary Brooks was a resident fellow for Cybersecurity and Emerging Threats at R Street Institute.

Before joining R Street, she was lead researcher and associate producer for The Perfect Weapon (2020), an Emmy-nominated HBO documentary that explores the rise of cyber conflict as a key feature of modern inter-state competition and its impact on the United States. She also served as a research assistant on The Perfect Weapon (Crown, 2018), a book by New York Times journalist David E. Sanger upon which the documentary is based. Her work on the book focused mainly on the long-term national security challenge posed by China’s increasing technological capabilities and on U.S. attempts to manage and shape the bilateral relationship.

Prior to this, she served as the special assistant for the international human rights law firm Perseus Strategies, LLC, based in Washington, D.C. In this role, she worked with a small team to free political prisoners abroad by leveraging international and domestic law, private diplomatic efforts and public relations campaigns.

She graduated cum laude from Harvard University with a bachelor’s degree in government and a language certificate in Arabic. While in college, she interned in the Department of Management and Administration during the Obama administration and studied abroad in Santiago de Chile and Amman, Jordan.

Mary lives in Washington, D.C.
