About Gary
Gary Corn engaged in research, writing, public speaking and education on national security and cybersecurity topics for the R Street Institute.
Formerly the staff judge advocate (general counsel) to U.S. Cyber Command, Gary retired from the U.S. Army in 2019 as a colonel, where he served for the last 25 years on active duty as a military lawyer. In addition to serving for five years at Cyber Command, he held a number of senior-level positions, including deputy legal counsel to the Chairman of the Joint Chiefs of Staff, operational law branch chief in the Office of the Judge Advocate General of the Army, staff judge advocate to United States Army South, special assistant United States attorney with the United States Attorney’s Office for the District of Columbia, and on deployment to the former Yugoslav Republic of Macedonia as part of the United Nations Preventive Deployment Force and as the Chief of International Law for Combined Forces Command, Afghanistan.
Gary is also the director of the Technology, Law, & Security Program and an adjunct professor of cyber and national security law at the American University Washington College of Law, and the founder and principal of Jus Novus Consulting, LLC. He holds a JD from George Washington University, an LLM in international and military law from the U.S. Army Judge Advocate General’s Legal Center and School, and a masters in strategic studies from the U.S. Army War College. Gary has authored a number of influential works in the field of cyber and national security, including:
