About Etiene
Etiene Martins was an associate fellow at the R Street Institute. In this capacity, he supported the Criminal Justice and Civil Liberties team’s program entitled “Promoting Human Dignity and Excellence in Corrections: An R Street Project.” Martins is a federal judge in Brazil’s District of São Paulo, former director of the mediation program at Guarulhos Federal Courthouse in Brazil and a senior fellow at the Weinstein International Foundation. In 2019, Martins was a judicial fellow at the Federal Judicial Center in Washington, D.C., where he advanced his knowledge of sentencing law, policy and practice. In 2017, he was awarded the Weinstein JAMS Fellowship to study mediation and conflict resolution practices in courts and police departments across the United States.
Prior to becoming a judge, Martins was a police officer for 16 years in Rio de Janeiro. In this capacity he supervised and headed the legal department of the Rio de Janeiro State Police Department for three years until his judicial appointment in 2014. Martins has taught criminal law and peacebuilding at the Police Academy D. João IV in Rio and holds a master of laws degree from Harvard Law School.
