Congress, the President, and Trade: Who Should Decide?

Join the Legislative Branch Capacity Working Group on March 12 for an in-depth policy discussion regarding Congress’ and the president’s constitutional powers when it comes to trade policy, whether Congress should be required to give its assent to allow new tariffs under Section 232 and whether Congress should delegate more “reciprocal” trade authority to the president.
