R Street welcomes Chris Riley to Technology and Innovation Team
In this role, Riley will produce research on content moderation and work with a broad range of stakeholders to develop a framework for best practices by platforms for managing user-generated content. He will produce additional analysis focused on content regulatory issues related to that project, including work on Section 230 in the U.S. and the Digital Services Act in the European Union.
“We are at a pivotal moment in the evolution of technology and internet governance. The question is often not whether, but when and how, governments around the world will pass new laws governing how technology is developed and deployed,” said Riley. “At R Street, I believe I can help shape those conversations to reach effective, pragmatic and market-oriented solutions.”
Prior to joining R Street, Riley led global public policy work for the Mozilla Corporation from 2013 through 2020, where he managed their work on the ground in D.C., Brussels, Delhi and Nairobi from Mozilla’s San Francisco office, working with government policymakers, stakeholders in industry and civil society, and internal teams at Mozilla to advance their mission.
Prior to that, he worked for the U.S. Department of State where he helped manage the Internet Freedom grants portfolio, roughly $15 million per year designated by Congress to support technology development, digital safety training, research and related work as a part of advancing the expression of human rights online in internet-repressive countries.
Riley received his B.S. in Computer Science from Wheeling Jesuit University, a PhD in Computer Science from Johns Hopkins University and his JD from Yale Law School.
