Washington—The R Street Institute is excited to launch the Center for the Seven Seas. This new policy center at R Street will work to re-establish letters of marque and reprisal, support the free flow of goods through international shipping routes, and repeal the Jones Act.

We are in a time where nation-states are struggling to respond to maritime threats, leaving the private sector to defend itself. Just as our forefathers provided a pathway for privateers to keep our fleets safe, the Center for the Seven Seas has been formed to tackle the most challenging policy issues at sea.
