“They’ve already missed that deadline,” said Emily Mooney, a policy expert with the right-leaning think tank R Street. “Now because (the Bureau of Prisons) still doesn’t have a permanent director and there’s a lot of staff turnover, we’re just concerned that even current reentry programming isn’t being implemented to its full intent.”
