ICE wants to use electrical impulse gloves

The R Street Institute’s Jillian Snider, Resident Senior Fellow, Criminal Justice and Civil Liberties, provides her insight into the use of electric gloves by Immigration and Customs Enforcement (ICE) agents. Ms. Snider questions their place in the range of non-lethal means, which are generally used according to a gradation.

“I understand, in theory, why they are considering using these gloves to obtain the cooperation of reluctant people, because it is an option for the use of non-lethal force[.]”

“Once the gloves are deployed in the field, how will ICE officers be trained.” “Will there be guidelines on when an officer can activate them? And in what situations will it be considered appropriate to deliver a shock to someone?”
