If anything, NEPA likely stifles newer, environmentally-friendly industries more than older incumbents, which have had many years to work the process in their favor. 42% of the Department of Energy’s (DOE) active NEPA projects are related to clean energy, transmission or conservation, while only 15% are related to fossil fuels.
