INTERESTING OBSERVATION: Former FERC Chair Neil Chatterjee pointed to the makeup of the Senate Energy Committee as a possible roadblock to western expansion of regional transmission organizations. Most of its members are from states that are not part of an RTO, which could be why commissioners so often pass the buck to the states to build out an RTO in the West rather than tapping into their power to take a more direct approach, Chatterjee said during an R Street Institute webinar. Senate ENR handles the confirmation of FERC commissioners.
