During its first two centuries of operations, Congress conducted business the old fashion way: with paper and pencil and face-to-face. Over the past 25 years, however, the legislative branch began—hesitatingly—using computer technology and the Internet.

How is this digital transition going? What has gone well and what need improved? And does Congress have the tech tools it needs to govern in the 21st century?
