“As long as he [Durbin] doesn’t make a point of order, Senate rules aren’t self-enforcing, so therefore there’s nothing; it just kind of happens,” said James Wallner, a Senate rules expert at the libertarian-leaning R Street Institute. “That happens all the time both in committee and on the floor. … This story is more about the politics and less about the rules.”
