Are federal debt guarantees for state earthquake insurance facilities necessary?

Legislation proposing federal debt guarantees for state earthquake insurance entities has been introduced in both houses of Congress. What would such guarantees accomplish? An insurance scholar says the guarantees would not accomplish much.
