Catrina Rorke is senior fellow for energy policy with the R Street Institute. She founded R Street’s energy program and continues her work to clarify a well-defined and limited role for government in shaping decisions about infrastructure, wholesale and retail electricity, research and development, fuel choice and diversity, and climate adaptation and mitigation.

Catrina joined R Street in April 2015, having previously founded the energy program at the American Action Forum. While there, she used the program to deliver free-market energy analysis and to emphasize policy proposals consistent with a small government footprint, with a particular emphasis on critiquing excessive regulation and expanding government programs.

She got her start as a Presidential Management Fellow at the National Oceanic and Atmospheric Administration. As part of her fellowship, she did a six-month rotation to the office of former U.S. Rep. Bob Inglis, R-S.C. That six months stretched to two years, during which she served as his staff to the House Committee on Science and Technology and helped him craft the first Republican-sponsored carbon tax bill.

Catrina graduated from the University of North Carolina at Chapel Hill with a Bachelor of Science in public health and from the School of International and Public Affairs at Columbia University with a Master of Public Administration.
