Bill Watson

Bill Watson is an associate fellow of the R Street Institute, focused particularly on the role of technology in international trade, including such topics as intellectual property, intermediary liability and cybersecurity.

Bill previously was a trade policy analyst with the Cato Institute’s Herbert A Stiefel Center for Trade Policy Studies. His research focused on U.S. trade remedy policies, disguised protectionism, and the institutional aspects of global trade liberalization. While at Cato, he managed Free Trade, Free Markets: Rating the Congress, an online database that tracks votes by Congress and its individual members on bills and amendments affecting the freedom of Americans to trade and invest in the global economy.

Bill received his bachelor’s in political science from Texas Christian University; a law degree from Tulane University Law School and a master of law degree in international and comparative law from the George Washington University Law School.
