About Monica

Monica Tencate was vice president of policy for R Street Institute. As part of the executive leadership team, she was responsible for the overall management and leadership of the policy team, including cross-departmental collaboration; alignment of policy strategies and activities; and organizational needs to uphold vision, values and mission. She also served as an external brand and policy ambassador.

Prior to coming to R Street, Monica was the CEO of MPower Coaching LLC, a firm focused on business coaching, consulting and training. MPower Coaching helped business leaders, owners and executives achieve personal and professional growth while building exceptional companies. As a certified business coach and trainer, Monica worked with clients on leadership development; business expansion and growth; systems for greater efficiencies and economies of scale; and executing a company culture true to the mission and vision.

Before establishing MPower Coaching, Monica was the founder and CEO of Health Policy Source, Inc., a boutique healthcare policy, advocacy and political strategy firm that provided personalized, hands-on service focusing on Medicare and Medicaid. With an eye for innovative policy products and advocacy strategies, Monica built a highly sought-after team of internal advisors and experts, representing national trade associations, coalitions and healthcare companies spanning a wide range of healthcare issues.

Monica also served as health policy director for the Senate Finance Committee under Sen. Chuck Grassley (R-Iowa) where she was responsible for the development, coordination and management of the health policy agenda for all major federal health programs under the Committee’s jurisdiction, including Medicare, Medicaid, the State Children’s Health Insurance Program, policies to address the uninsured and long-term care. Before that, she was senior health policy advisor to Senate Majority Leader Bill Frist (R-Tenn.) on the Health, Education, Labor and Pensions Committee, during his tenure as Chairman of the Subcommittee on Public Health. Monica served on the Finance Committee once before—as health policy advisor to Chairman Bill Roth (R-Del.)—where she was responsible for oversight and legislation of Medicare Parts A and B.

Monica is a native of San Diego, California. She received her undergraduate degrees in biology and social sciences from the University of California, Irvine and received her master’s degree in public health and health services administration from San Diego State University. She also holds multiple certifications in business coaching and training.
