About David

David B. Muhlhausen works in an advisory role to strengthen R Street’s Criminal Justice team’s voice and impact with key policymakers and thought leaders. He served as director of the National Institute of Justice—the research, evaluation, and demonstration agency of the U.S. Department of Justice—from 2017 to 2021. Since 2006, Muhlhausen has been an adjunct professor at the George Mason University Schar School of Policy and Government, where he teaches data analysis and program evaluation.

Muhlhausen holds a PhD in public policy from the University of Maryland, Baltimore County. He lives in Northern Virginia with his wife, Jennie.
