About Chad
Chad Russell is vice president of operations at the R Street Institute, where he oversees the organization’s operations and leads its people and culture strategy for a team of 80 professionals and scholars across the country.
Chad launched his career in Iowa Gov. Tom Vilsack’s administration before becoming a multi-client lobbyist specializing in public health policy. His legislative work includes passing Iowa’s Smokefree Air Act, streamlining the state’s workers’ compensation system, and simplifying diabetes-related regulations. He has led multiple advocacy campaigns and advised Senate and House offices on policy initiatives across a range of issue areas.
At R Street, Chad focuses on building a healthy, effective workplace that delivers strong employee retention and organizational performance. As a member of the executive team, he connects strategic vision to daily operations while supporting leadership development and strengthening communication across teams.
Chad joined R Street in 2014 as a consultant and advisor before assuming his current role in 2021. He lives in Des Moines, Iowa, with his partner, Proctor.
