States aren’t getting enough money from the federal government to pull off a massive reconfiguration of their electoral processes. The $400 million for elections in the federal coronavirus relief package covers only five states’ needs, according to a recent study Deluzio co-authored with the Brennan Center for Justice, Alliance for Securing Democracy and the R Street Institute.
