Mark Dalton, senior director of technology and innovation policy at the R Street Institute, and a former head of strategic planning at the U.S. Naval Undersea Warfare Center Division Newport, said removing restrictions on more advanced Nvidia chips “would be in a long term strategic perspective, a benefit.”
He said preserving controls on advanced chips would give Chinese companies “an imperative” to create their own versions — and lock those versions into the AI stack both in China and in the countries that buy their technology.
“It sounds unintuitive to want to open up and reduce export controls on the hardware,” he said, “but I think there are longer term strategic consequences that are not apparent that make the export controls more dangerous than releasing the export controls.”
