James Wallner, currently a senior fellow at the R Street Institute studying governance and congressional procedure, has begun a fellowship at the John W. Kluge Center at the Library of Congress, where he will work on a project titled American Socrates: James Madison and the Virtue of Conflict. Prior to his time at R Street, he was vice president of research for the Heritage Foundation, executive director of the Senate Steering Committee, and a senior aide to Sen. Pat Toomey of Pennsylvania, former Sen. Jeff Sessions of Alabama, and former Rep. Terry Everett of Alabama.
