According to James Wallner, a senior fellow at the center-right R Street Institute and veteran Hill staffer, Schumer’s move to file cloture suggests “that this entire thing is about theater.”

“Theater is not necessarily bad, but it’s about creating a situation where you can blame Republicans for outcomes that differ from what you led your base to expect,” Wallner said. That “seems to be pretty standard for both sides of the aisle in the Senate these days,” he added. A Senate rules-change vote did not take place before National Journal went to print late Wednesday night.
