WASHINGTON (Dec. 2) –– The R Street Institute is pleased to welcome Devin Hartman back to the organization as its new Director of Energy and Environmental Policy.

In this role, Hartman will lead R Street’s efforts to advance a cleaner environment and a thriving economy through principles of market competition, limited government and well-founded science.

“I am delighted and excited to welcome Devin back to R Street,” said R Street President, Eli Lehrer. “He’s one of the top energy thinkers in the country and will do an enormous amount to strengthen our energy and environment program.”

Prior to rejoining R Street, Hartman served as the president and CEO of The Electricity Consumers Resource Council. ELCON is the premiere national association of large industrial users of electricity, promoting affordable, reliable, abundant and environmentally responsible energy resources for American industry.

“I am thrilled to be back working with R Street’s talented staff and our allies to lead a market-driven energy transition,” said Hartman. “R Street’s philosophy of building deep expertise, broad coalitions and securing victories at the margin is ideally suited for today’s energy and environmental policy arena. Our program will showcase how enhancing the quality of governance, competition and consumer autonomy is the surest path to a healthy economy and planet.”

Hartman established R Street’s electricity policy program. He has previously worked for the Federal Energy Regulatory Commission, Indiana Utility Regulatory Commission, U.S. Environmental Protection Agency, and various energy and environmental policy non-profit organizations.

R Street was founded in 2012 as a nonprofit, nonpartisan public policy research organization with the mission to engage in research and outreach to promote free markets and limited, effective government. In addition to its D.C. headquarters, it has offices in Georgia, Texas, Ohio, California and Massachusetts.
