What’s next for Texas markets after winter disaster?

The Electric Reliability Council of Texas (ERCOT) experienced the worst generation-related outages in its history after a cold snap and winter storm led to frozen equipment at power plants of all types and stressed the natural gas system that could not deliver the fuel, shutting down even more power plants.

More than 40,000 MW of generation in Texas was offline. Millions of customers were without power for days as “rotating outages” were not able to be shifted to other sections of the grid while transmission and distribution utilities wanted to keep power going for critical facilities such as hospitals.

The weather also impacted nearby portions of the Midcontinent Independent System Operator (MISO) and the Southwest Power Pool (SPP), but their generation-related outages were much shorter. Prices in ERCOT were at $9,000/MWH, which led to some customers facing huge bills, but with the bulk of consumers on prices that are not directly tethered to the wholesale market, the event risked the continued operation of independent retailers that do not have financial ties to the generators charging those emergency rates.

The governor’s office and legislators are working on a plan to try to save competition in the retail market. With the legislature, Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Public Utility Commission of Texas (PUC), and others looking into the events, it is likely that some changes will be coming to the Texas market.
