How House Leadership is Chosen and Trained: A Conversation with Matthew Green

Matthew Green is the author of Choosing the Leader: Leadership Elections in the U.S. House of Representatives (Yale, 2019).  On June 11, Professor Green will sit down with R Street Vice President of Policy Kevin Kosar to discuss his newly collected data that shines a light on how the House leadership selection process truly works.

His analysis of six decades’ worth of whip tallies, public and private vote commitments, interviews and media accounts will be the foundation of a discussion focused on how legislators weight their goals, connections and incentives when voting for a leader. The discussion will include analysis and in-depth commentary on how individuals who become party leaders are considered initially. How are these individuals chosen? What are the norms and processes employed to prepare, train, recruit and select party leaders?

Participants:

Matthew Green, Ph.D, is professor of politics and associate fellow at the Institute for Policy Research and Catholic Studies at the Catholic University of America. He is the author of multiple publications, including Choosing the Leader: Leadership Elections in the U.S. House of Representatives, Legislative Hardball: The House Freedom Caucus and the Power of Threat-Making in Congress and Underdog Politics: The Minority Party in the U.S. House of Representatives.

Kevin Kosar, Ph.D., is vice president of policy for the R Street Institute and co-director of the Legislative Branch Capacity Working Group. Kevin oversees all of the Institute’s research and leads R Street’s Governance Project. Before joining R Street, Kevin worked for the Congressional Research Service and lectured on policy and public administration at New York University and the Metropolitan College of New York.
