Before COVID-19, to-go alcohol was rare in America. But when the pandemic ushered in an era of lockdowns and social distancing, states around the country started allowing both on-premise and off-premise establishments to sell alcohol in a to-go or delivery capacity. Now, in 2022, opposition has started bubbling up against these reforms—specifically around concerns that it could raise the prevalence of drunk driving.

Are these concerns valid? Is there any evidence that to-go alcohol has increased drunk driving in the United States? The R Street Institute is the first policy organization to publish empirical research evaluating whether COVID-19 alcohol reforms impacted drunk driving rates. Join us as we discuss our findings, as well as talk with law enforcement officials and restauranteurs who have been on the front lines of the debate.
