Ask the Experts: Federal aid to the states – with strings?

Join Truth in Accounting for a live, virtual event on federal aid conditions for state and local governments. With special guests Jonathan Bydlak from R Street Institute and Adam Schuster from Illinois Policy Institute, we will discuss four principles that Congress should incorporate into any federal aid package for the states.

This one-hour event will feature discussion among our experts and then time for questions from the audience.

About the speakers:

Jonathan Bydlak is director of the Fiscal and Budget Policy Project at the R Street Institute, and a member of the Legislative Branch Capacity Working Group. Previously, Jonathan was the founder and president of the Coalition to Reduce Spending, and headed the Institute for Spending Reform. He is the creator of SpendingTracker.org, a real-time spending data site, which he will continue running at R Street. Jonathan received his bachelor’s degree in economics with minors in finance and political economy from Princeton University. He subsequently worked in finance at Bridgewater Associates and oversaw Ron Paul’s 2008 presidential fundraising operation.

Adam Schuster is the budget and tax research director at the Illinois Policy Institute. In this role, he develops original research, solutions, and writing regarding state and local finances. His work has focused on finding practical solutions to Illinois worst in the nation pension crisis, strengthening fiscal institutions and constraints, making government spending more efficient and reducing property taxes. His work has appeared in the Wall Street Journal, Fox News, Reason Magazine, the Weekly Standard, the Chicago Tribune, Crain’s Chicago Business, and more. Adam has a master’s degree from Northern Illinois University. Prior to joining the Institute, he worked in the Illinois Department of Labor as a Senior Policy Advisor. His work for the State of Illinois focused on reducing unnecessary regulatory burdens and on an initiative to tie state spending to measurable policy outcomes.

Sheila Weinberg is the founder and CEO of Truth in Accounting. Since 2002 Ms. Weinberg has led Truth in Accounting’s research initiative. Because of her expertise in governmental budgeting and accounting, Ms. Weinberg has testified before the Federal Accounting Standards Advisory Board (FASAB), the Government Accounting Standards Board, and numerous state legislative hearings on matters of proper government accounting. Her commentary on the federal budget, Social Security, Medicare and other national issues has appeared repeatedly in numerous publications, including USA Today, Chicago Tribune and Chicago Sun-Times. She has been a guest on local and national television and radio shows, and is often engaged to speak on federal and state budget and accounting issues.
