After last week’s international climate negotiations and a flurry of congressional energy activity nears finality, many questions about the next era of climate and energy policy have emerged. Despite international and federal actions falling short of many reformists’ ambitions, the evidence shows extensive emissions progress stemming from decentralized leadership.
