Late last week, a coalition of citizen, environmental and business groups called for a congressional overhaul of the National Flood Insurance Program to reduce the threats of costly and potentially deadly losses in the future.

“The idea that we as taxpayers should subsidize building in such a way is simply a bad idea and does not serve either the common good or the cause of fiscal responsibility,” said Eli Lehrer, president and founder of The R Street Institute, a conservative group.
