“It definitely would increase the risk to North Carolina, to taxpayers who are ultimately the guarantors of all of this,” said Ray Lehmann, a senior fellow with the R Street Institute, a libertarian think tank in Washington, D.C. “It’s basically trying to force a reduction in the cost of coverage.”
