WASHINGTON (Nov. 26, 2019) – The R Street Institute is proud to announce that Kathryn Waldron, Kristen Nyman and Anthony Marcum have been accredited to speak at the United Nations General Assembly Open-Ended Working Group’s Intersessional Consultative Meeting on cybersecurity in the context of international security. Waldron and Nyman, fellows with the National Security and Cybersecurity team, and Marcum, a fellow with the Governance team, will represent R Street at the intersessional meeting, which will take place Dec. 2 through 4, 2019, at the UN Headquarters in New York City.

This stakeholders meeting marks the first time the United Nations has invited external organizations to directly advise all member state delegations on any issue.

“Promoting global cybersecurity will require the actions of both nation-states and private stakeholders. The UN recognizes that promoting global cybersecurity will require the participation and commitment of both nation-states and private partners,” said Waldron. “In order to achieve a more secure world, all important global stakeholders must be involved in the conversation.”

Our scholars will advise delegations on topics including the global supply chain, cross-border data transfers, information and communications technology confidence, capacity-building measures and an international legal framework for addressing malicious cyber activity. “Our team is uniquely poised to advise UN member states on these issues due to our extensive work on the topics at hand and the independent nature of our research,” Nyman said. “We are uniquely situated to offer practical, solutions-based approaches unhindered by domestic or global politics.”

“In addition to policy, this meeting serves as an important discussion of how international law should apply in cyberspace and on the development and implementation of international cyber norms,” Marcum added. “R Street is proud to have a seat at the table.”
