Catrina Rorke, director of the energy program at the R Street Institute, a free-market think tank, said the provinces have the option to put a price on carbon that tips the scales toward low-carbon outcomes without expanding the government.

“If the price is clear, if revenues are used to reduce existing tax burdens, if redundant regulations targeting greenhouse gas emissions are rolled back, this could be a positive step for carbon emissions and the Canadian economy,” Rorke said.
